In a Scrollbar control, the scroll value is the degree to which the scroll box moves when the user clicks the area between the scroll box and either of the scroll arrows. In a Spin control, this corresponds to the increments by which the value changes when the user clicks one of the arrows. The ScrollValue property gets and sets the scroll value.
